Buy America Requirements – Reiteration

A Caltrans Oversight Information Notice (COIN) entitled “Buy America
Requirements” has been posted to the Local Assistance website at: .

Emphasizes importance of meeting “Buy America” requirements on federal-aid
transportation projects. Provides reference information to “Buy America”
requirements and guidelines.

Recently, a Federal Highway Administration (FHWA) national review team noted “Buy America” concerns
with local agencies administering federal-aid projects in California. In multiple instances they observed that
required “Buy America” certifications for iron and steel materials were not properly filed in the project records
despite the materials having been incorporated into the project and payment being made to the contractor.

About John Hoole

John, as the District Local Assistance Engineer, is responsible for the administration of the Local Assistance Program in District 3, which covers local and regional agencies in eleven Sacramento Valley and Northern Sierra Counties. He supervises a group of 10-12 Engineers and Planners who ensure delivery of State and Federal funds to the locals. His experience in the District includes Design, Project Management, and Programming, and prior to the District he worked as a Transportation Engineer with the Federal Highway Administration.
