Utility Relocation Process

Quick update from our Right of Way and Utilities folks.


Report of Investigation Package includes the following documents for each utility in conflict:

  • Report of Investigation (ROI) Exhibit 14-E
  • Conflict Maps
  • Claim of Liability Letter (from Owner)
  • Owner’s Prior Rights Claim Supporting Documentation (from Owner)
  • Estimate of Cost (from Owner) not needed if utilities installed under Franchise Agreement or Permit but, required for all city utilities
  • Relocation Plans (from Owner)
  • Draft Notice to Owner (NTO) Exhibit 14-D
  • Draft Utility Agreement (UA) Exhibit 14-F not needed if utilities installed underFranchise Agreement or Permit but, required for all city utilities
  • Exhibit 14-C FHWA Specific Authorization / Approval of Utility Agreement

Remember the order:

Caltrans approves ROI Package
Notice to Owner sent out (Cannot be sent prior to ROI package approved by Caltrans)
Utility Agreement sent for signatures

About John Hoole

John, as the District Local Assistance Engineer, is responsible for the administration of the Local Assistance Program in District 3, which covers local and regional agencies in eleven Sacramento Valley and Northern Sierra Counties. He supervises a group of 10-12 Engineers and Planners who ensure delivery of State and Federal funds to the locals. His experience in the District includes Design, Project Management, and Programming, and prior to the District he worked as a Transportation Engineer with the Federal Highway Administration.

  1. Good morning John! I wanted to take the time again to thank you for these email updates on Caltrans’ Local Agency processes. I have forwarded several of them on to our Clients here at Bender Rosenthal Inc. and find the guidance very helpful here in the private sector where we are sometimes a few steps behind the curve.
